How It Works

The Work Permit Application, Step by Step

For the ordinary migrant-worker Work Permit, the employer (or their appointed employment agent) applies — not the worker directly. This is the order it almost always follows.

Secure an eligible Singapore employer

You cannot self-apply for a normal migrant-worker Work Permit — a genuine employer or appointed agent must submit the application.

Employer determines the correct sector

Construction, manufacturing, marine, process or services — the applicable rules differ by sector.

Check nationality & NTS eligibility

For Indian workers, whether India is permitted for that sector/occupation — the Non-Traditional Sources (NTS) Occupation List is often decisive.

Check the employer's foreign-worker quota

Even a fully-qualified worker can't be hired if the company has no Dependency Ratio Ceiling (DRC) quota left in that sector.

Employer submits the application

Submitted online with the worker's written consent. Current application fee: S$35. Most applications process in about a week.

In-Principle Approval (IPA) issued

Before travelling, verify name, passport details, nationality, occupation and employer — incorrect particulars can cause entry problems.

Pre-travel arrangements

Employer arranges the security bond, medical insurance, and — where required — a Primary Care Plan, plus any Onboard/Settling-in/sector-specific safety training.

Enter Singapore & complete the medical exam

Required within 2 weeks of arrival for a new non-Malaysian worker.

Work Permit issued

Issuance fee: S$35. A notification letter lets the worker start while the physical/digital pass is finalised.

Fingerprint & photo registration

Completed within the specified registration window after issuance, along with Singpass-related details if required.

Work Permit card delivered

Typically received about 5 working days after fingerprint/photo registration or document verification. ✓

Pathway 1

Work Permit for Migrant Workers — The Main Route for India

General rules: minimum age 18, must apply below age 62, no general minimum salary, valid up to 2 years and renewable, tied to one employer and occupation, and no dependant passes are available on this route.

Construction Sector India Eligible

One of the biggest routes for Indian workers — India is an approved Non-Traditional Source (NTS) country for construction.

Employer hires → checks BCA skill certification → applies for WP → IPA → worker enters Singapore

What you need to know

  • Typical jobs: welder, electrician, plumber, pipe fitter, steel worker, carpenter, mason, structural/mechanical worker
  • Requires Basic-Skilled status via SEC, SEC(K), a higher SEC(K) level, or recognised ALP validation
  • Quota (Dependency Ratio Ceiling): 83.3%

Manufacturing Sector NTS List Applies

Governed by the Non-Traditional Sources (NTS) Occupation List for Indian workers.

Employer stays within NTS sub-quota → hires for a listed occupation → applies for WP

Typical occupations on the NTS list

  • Assemblers, machine operators, metal moulders/coremakers, quality checkers/testers
  • Riggers/cable splicers, sheet-metal workers, structural metal preparers/erectors, welders/flame cutters
  • Quota (Dependency Ratio Ceiling): 60%

NTS Occupation List Critical for India

Why India isn't simply "eligible for any job" — the occupation must be on this list.

NTS countries: Bangladesh • Bhutan • Cambodia • India • Laos • Myanmar • Philippines • Sri Lanka • Thailand

Current requirements

  • Employer must stay within the 8% NTS sub-DRC
  • Worker must receive at least S$2,000 fixed monthly salary
  • Occupation must be on the permitted list, plus other sector quota/levy rules apply
  • From 1 September 2026: 8 new occupations added in Food Services, Air Transportation and Social Services — butchers/fishmongers, food/drink stall assistants, kitchen assistants, waiters, cabin attendants, babysitters/infant caregivers, educarers, teacher aides

Services Sector Occupation-Dependent

Hotels, restaurants, retail, transport and community/personal/business services.

Employer + business activity + occupation + nationality + quota must all line up

What you need to know

  • A restaurant job existing does not automatically mean an Indian worker qualifies — the NTS Occupation List is decisive
  • Quota (Dependency Ratio Ceiling): 35%

Process Sector Safety-Certified

Industrial/process-plant work — mechanical, fabrication, welding, pipe work, maintenance.

Employer → WP application → IPA → security bond/insurance/Primary Care Plan → entry → SIP/training → medical exam → WP issuance

What you need to know

  • Requires the Oil Petroleum Safety Orientation Course (OPSOC) and, where applicable, the Construction Safety Orientation Course (CSOC)
  • Quota (Dependency Ratio Ceiling): 83.3%

Marine Shipyard Sector Shipbuilding & Repair

Applies to qualifying shipyards and shipyard-sponsored contractors only.

Typical jobs: welder, fabricator, pipe fitter, rigger, shipyard technician, marine maintenance worker

What you need to know

  • Being "marine-related" doesn't automatically qualify an employer — MOM determines the sector based on actual business activity
  • Quota (Dependency Ratio Ceiling): 75%

Every Other Singapore Work Pass

Beyond the sector-based Work Permit, MOM recognises these additional categories — each with its own eligibility rules.

S S Pass

For skilled technicians and associate professionals. Nationality is not restricted to Work Permit source-country lists.

  • 2026 minimum salary: from S$3,300/month, rising with age (higher for financial services)
  • From 1 January 2027: rises to S$3,600/month
  • Employer quota and levy still apply
EP Employment Pass

For professionals, managers, executives and technicians. Two stages: meet the qualifying salary, then pass COMPASS unless exempted.

  • 2026 minimum: S$5,600/month (S$6,200 in financial services)
  • COMPASS: 40 points required unless exempted
  • From 1 January 2027: rises to S$6,000 (S$6,600 in financial services)
PEP Personalised Employment Pass

For high-earning professionals, offering more flexibility than an ordinary EP.

  • Not tied to one employer in the same way as an EP
  • Not a typical route for a first-time, low-skilled applicant
ONE ONE Pass (Overseas Networks & Expertise)

For exceptional global talent in business, arts/culture, sports, or academia/research.

  • A top-talent route, listed by MOM separately from EP/S Pass/WP
  • Relevant only for an exceptionally strong international profile
EP EntrePass

For foreign entrepreneurs establishing an innovative, venture-backed Singapore business.

  • A business route rather than an employee route
  • MOM identifies it specifically for venture-backed or innovative-technology businesses
TEP Training Employment Pass & Training Work Permit

TEP is for foreign professionals on structured practical training; TWP is for semi-skilled trainees and students.

  • Both are temporary routes, not intended for permanent employment
  • Categorised separately by MOM under trainees/students
WHP Work Holiday Pass

Two schemes: the Work Holiday Programme for eligible students/graduates aged 18–25, and the Work and Holiday Visa Programme for eligible Australian and New Zealand students/graduates aged 18–30.

  • Nationality and educational/institution requirements are critical
MWP Miscellaneous Work Pass

For certain short-term activities rather than ordinary employment — religious, journalistic, speaking, or event-related activities.

  • Activity/venue/date specific
  • MOM says processing generally takes around 6 weeks
LOC Letter of Consent / PLOC

For certain eligible family members to work through family-related immigration arrangements.

  • Not equivalent to a normal Work Permit — has its own eligibility rules

Career Track

Work Permit → S Pass → Employment Pass

A common — but not automatic — career trajectory. Each step needs its own qualifying job and application; none convert automatically.

The progression, honestly explained

Many Indian workers start on a Work Permit and later move up. Here's what's real and what's a misconception.

WP → S Pass is possible, not automatic

A WP welder who gains experience and qualifications can pursue an S Pass — but only with a genuine technician/supervisor job meeting the salary and criteria.

S Pass → EP requires a new application

You don't receive an EP merely from years on an S Pass. You need a professional-level job meeting the EP salary threshold and, unless exempt, COMPASS.

Work Permit is NOT a PR pathway

WP → S Pass → EP → PR is a possible trajectory for some — but there is no guaranteed automatic conversion. Every pass and any PR application has its own separate criteria.

Changing employers isn't free job-hopping

A WP permits work only for the approved employer, in the specified occupation. Transfers are possible but require the new employer to complete the proper MOM process.

Watch out for agent promises

No agent can legitimately guarantee WP approval — it depends on an eligible employer, occupation, sector, source-country rules and employer quota. Always verify through mom.gov.sg.

Special Categories

Household & Special Work Permit Routes

These are technically still "Work Permits" — but run on completely different rules from the sector-based WP above.

Migrant Domestic Worker (MDW)

For foreign domestic helpers in Singapore households. India is an approved source country.

  • Female, age 23 to below 50
  • At least 8 years of formal education with a recognised certificate
  • Employer or agency applies; involves a security bond, insurance and levy

Confinement Nanny

A short-term Work Permit — the nanny must be Malaysian, so Indian citizens cannot use this route.

  • Valid up to 16 weeks from the child's birth
  • Apply 4 weeks before expected delivery through 16 weeks after birth

Performing Artiste Work Permit — Discontinued

MOM's scheme for firms to apply for Work Permits for performing artistes has ceased for new applications from 1 June 2026. Existing holders continue under applicable arrangements until their permits expire or are cancelled — new applicants should not plan around this route.
