Ways to Invest in
Portugal
Five ways to build your future in Portugal.
Portugal's investment-based residence programme — commonly known as the Portugal Golden Visa, officially the Residence Permit for Investment Activity (ARI) — lets eligible non-EU/EEA/Swiss nationals obtain Portuguese residency through a qualifying investment. Since the 2023 reforms, real estate purchases no longer qualify: today's routes span a passive investment fund, research and cultural contributions, business investment, and job creation.
The Five Pathways of the Portugal Golden Visa
Since the 2023 reforms, real estate no longer qualifies for Portugal's Golden Visa. Instead the programme runs five distinct routes: a passive investment fund, an investment in scientific research, a cultural heritage donation, an active business investment tied to job creation, and a pure job-creation route with no fixed capital requirement.
Qualifying Investment Fund
€500,000The most popular route today. A passive investment into a qualifying Portuguese fund that meets Golden Visa legal requirements and primarily invests in Portugal — usually private equity or venture capital, with no business ownership or hands-on management required.
Business Investment + Jobs
€500,000A capital contribution into a Portuguese company, paired with creating or maintaining qualifying jobs. Gives investors more control over their investment and business expansion opportunities, but requires active management and carries higher commercial risk.
Scientific Research
€500,000An investment into approved public or private research institutions in Portugal. Suited to philanthropic investors and long-term supporters of innovation, typically with lower financial-return expectations than the fund route.
Cultural Heritage / Arts
€250,000A donation to an approved cultural preservation or artistic project — the lowest investment threshold of any Golden Visa route, and the most straightforward. The donation is generally non-refundable.
Job Creation
No fixed capital amountRequires creating at least 10 qualifying jobs (fewer in low-density areas under applicable rules). No set investment figure, but this is the most operationally demanding route, with real employment obligations to meet.
Compare the five pathways at a glance
These are five distinct routes under Portugal's Golden Visa (ARI) framework — pick the one that fits your appetite for active management. Thresholds and open intakes can change; confirm current status with a licensed Portuguese immigration lawyer.
| Pathway | Investment style | Typical investment | Best suited to |
|---|---|---|---|
| Investment Fund | Passive | €500,000 | Investors who want a passive placement and potential returns, without running a business |
| Scientific Research | Passive / philanthropic | €500,000 | Long-term supporters of Portuguese innovation with modest return expectations |
| Cultural Donation | Donation (non-refundable) | €250,000 | Investors seeking the lowest qualifying threshold, with no expectation of a return |
| Business Investment | Active business | €500,000 + jobs | Owners who want control over the investment and are ready to manage a Portuguese company |
| Job Creation | Active, employment-based | No fixed capital | Investors ready to take on the most operationally demanding route in exchange for no set capital figure |
Since the 2023 reforms, real estate purchases no longer qualify for Portugal's Golden Visa. For most investors, the €500,000 investment fund route is currently preferred because it is relatively passive and offers potential financial returns. If the goal is the lowest qualifying amount with no expectation of a return, the €250,000 cultural donation route is worth considering. Portugal's nationality rules have been under legislative review, so applicants should verify the current path to citizenship before relying on a specific timeline.

Your typical journey to a Portugal Golden Visa
Every route shares this same ten-step spine, though the paperwork emphasis shifts depending on whether you're placing passive capital or running a business.
Check eligibility
Confirm you're a non-EU/EEA/Swiss citizen with a clean criminal record, legally obtained investment funds, and the ability to meet anti-money-laundering requirements.
Obtain a Portuguese Tax Number (NIF)
Required for opening a bank account, making the investment, and paying government fees. Usually arranged by your lawyer.
Open a Portuguese bank account
You'll generally need your passport, NIF, proof of address, and source-of-funds documentation to open the account.
Select your investment
Choose a qualifying investment fund, a research institution, a cultural project, or a Portuguese company — and complete legal and financial due diligence before committing.
Transfer the funds
Move the investment amount from abroad into Portugal, and keep bank transfer receipts, investment certificates, and subscription agreements.
Collect your documents
Typically needed: passport, criminal record certificate, proof of health insurance where applicable, NIF, bank statements, proof of investment, photos, and application forms — foreign documents usually require legalisation/apostille and Portuguese translation.
Submit the Golden Visa application
Applications are submitted through Portugal's immigration system with all supporting documentation attached.
Attend your biometrics appointment
An in-person appointment in Portugal for fingerprints, a photograph, and a signature.
Receive your residence card
Once approved, you receive your Portuguese residence permit.
Renew the permit
Residence permits require periodic renewal while you maintain the qualifying investment and meet the minimum stay requirements.
What the Portugal Golden Visa offers beyond the paperwork
Family included
Spouse, minor children, and — subject to conditions — dependent adult children and dependent parents can generally be included in the application.
Low minimum stay
Roughly 7 days in the first year, then about 14 days in each subsequent two-year renewal period — among the lowest physical-presence requirements of any comparable programme.
Schengen Area travel
As a Portuguese residence permit holder, you gain visa-free travel across the Schengen Area, alongside access to Portugal itself.
A potential path to citizenship
Maintaining the investment and meeting residency and legal conditions can eventually lead to permanent residence and citizenship — though Portugal's nationality rules have been under legislative review, so confirm the current timeline before relying on it.
