Note: Malta closed its citizenship-by-investment route (MEIN) in 2025 following an EU Court of Justice ruling. Every route on this page leads to residence, not an accelerated passport — Maltese citizenship still follows the standard naturalisation timeline.

The MPRP application sequence
This is genuinely an ordered sequence — each step depends on the one before it — which is why, unlike the component and route grids above, it stays numbered rather than gridded.
Confirm eligibility
Be at least 18, a non-EU citizen, hold a clean criminal record, pass due diligence, have a legitimate source of wealth, and arrange health insurance covering Malta.
Choose a licensed agent
Applications must be submitted through a licensed agent — individuals cannot apply to the MPRP directly.
Collect documents
Passport, birth certificate, marriage certificate (if applicable), police clearance certificates, bank statements, tax returns, proof of income and assets, medical insurance, and employment or business documents.
Submit application
Your licensed agent files the application with the Maltese authorities and pays the initial fees.
Due diligence
Malta conducts extensive background checks covering criminal history, financial standing, sanctions, source of wealth and funds, and international security databases — considered the strictest part of the process.
Approval in Principle
If approved, you receive an Approval in Principle letter, ahead of completing the investment.
Complete the investment
Pay the government contribution, buy or lease the qualifying property, and make the charitable donation.
Residence card issuance
Once requirements are verified, biometric data are collected and permanent residence cards are issued for the applicant and approved dependants.

Family included
Spouse, children, and — under the MPRP — parents and grandparents can be included on one application.
No minimum stay
Under the MPRP and GRP there's no set number of days you must spend in Malta to keep your status active.
English-speaking EU state
English is an official language alongside Maltese — schooling, banking, and contracts all run in English.
Schengen mobility
Travel visa-free across the Schengen Area for up to 90 days in any 180-day period while your permit is valid.
