Job Offer & TEER
Do you have a qualifying job offer from a designated employer in your selected community?
Required to proceed — RCIP is entirely employer-driven
To qualify, the job offer must generally be: full-time (30+ paid hours/week), non-seasonal, indeterminate (no end date), located within the community, genuine, and from an employer carrying on business in the community.

Work Experience Eligibility
Do you have at least 1 year (1,560 hours) of related paid work experience in the last 3 years?
Volunteer work, unpaid internships and self-employment do not qualify. Experience must match the TEER-matching table above (a healthcare exception applies for NOC 31301 Registered Nurses / Registered Psychiatric Nurses supporting certain TEER 3/4 healthcare offers, e.g. NOC 33102, 44101).
International-graduate exemption (2+ year credential path): graduated from a public post-secondary institution in the community; program at least 2 years; studied full-time; credential obtained no more than 18 months before the PR application; lived in the community at least 16 of the last 24 months while studying. A Master's/PhD path also exists (2 years or less, full-time, credential within 18 months, resident in the community for the duration of studies). Exclusions apply to language-study programs, distance learning, and certain scholarships/fellowships.

Language & Education Basics
Your language and education answers below (Sections C3 and C4) also determine your RCIP points if your community uses a points model. The federal minimum benchmark must be met in all four abilities: TEER 0–1 needs CLB 6, TEER 2–3 needs CLB 5, TEER 4–5 needs CLB 4. Foreign education normally requires an ECA less than 5 years old.

Language test results (CELPIP-General, IELTS General Training, PTE Core, TEF Canada, or TCF Canada) in all four abilities
Educational Credential Assessment (ECA) less than 5 years old, if education was completed outside Canada
Proof of settlement funds, or proof of a valid Canadian work permit if the funds requirement is waived
